My bro has been accepted to UCF.
We live minutes away from UCF.
Today my bro got offered a scholarship to UCF - for an out of state student.

Someone explain this to me, please.

Clearly, once you cross off UCF property, you enter into another state. You didn't know you don't live in the same state as UCF?
